Introduction
SAWAB Foundation’s Relief and Rehabilitation Program delivers a two-pronged response to crises across Bangladesh. We combine rapid emergency assistance with community-led recovery initiatives—ensuring that families not only survive the immediate aftermath of disasters but also build back stronger, more resilient livelihoods and infrastructures.

Objectives

  • Rapid Emergency Response: Mobilize food, clean water, shelter materials, hygiene supplies, and basic medical care within 72 hours of any disaster.
  • Resilient Reconstruction: Rebuild and upgrade homes and public facilities using “build-back-better” standards to reduce vulnerability to future hazards.
  • Livelihood Restoration: Support economic recovery through cash-for-work schemes, vocational training aligned with local markets, and seed grants or micro-loans.
  • Psychosocial Well-being: Provide trauma counseling, peer support groups, and child-friendly activities to address mental health needs.
  • Local Capacity Building: Empower communities to manage risks by training disaster-management committees, conducting drills, and developing localized contingency plans.

Target Beneficiaries

  • Households displaced or rendered homeless by floods, cyclones, landslides, or conflict
  • Small-scale farmers, fishers, and traders who have lost assets or market access
  • Women, children, the elderly, and persons with disabilities in high-risk areas
  • Community volunteers and local authorities engaged in disaster preparedness

Key Activities & Implementation Plan

  • Emergency Relief (Days 1–14): Rapid needs assessment and distribution of emergency kits (food, shelter, hygiene), plus mobile health camps for basic medical aid.
  • Rehabilitation & “Build-Back-Better” (Months 1–6): Repair and upgrade damaged homes and community assets (schools, WASH facilities, roads) using hazard-resistant methods, with hands-on training for local builders.
  • Livelihood Restoration (Months 3–12): Implement cash-for-work programs for debris removal and infrastructure repair; provide market-aligned vocational training; and issue grants or micro-loans to restart small businesses.
  • Psychosocial & Community Support (Ongoing): Conduct group counseling, children’s recreational activities, and peer-led support groups, alongside community awareness sessions on mental health and coping strategies.
  • Capacity Building & Preparedness (Ongoing): Establish and train local disaster-management committees; run community drills and risk-mapping exercises; and develop localized contingency plans.

Expected Outcomes

  • households receive lifesaving relief within the first two weeks
  • homes rebuilt or repaired to hazard-resistant standards
  • individuals engaged in cash-for-work and vocational training
  • Maximum of participants report measurable improvements in psychosocial well-being
  • high-risk communities equipped with functional disaster-management committees and contingency plans

Monitoring & Evaluation

  • Digital Tracking: Beneficiary registration via GPS-tagged distribution logs
  • Field Verification: Quarterly site visits and spot checks by program officers
  • Beneficiary Feedback: Focus group discussions and satisfaction surveys after each phase
  • Reporting Cadence: Bi-annual progress reports and a final evaluation report with lessons learned
